The life of the Colegio Mayor de Nuestra Señora del Rosario has been inseparable from that of Colombia, both nourishing and developing one another throughout their histories.
The Colegio del Rosario was founded in 1653 by the Archbishop of Santa Fe Friar Cristobal de Torres y Motones, with the permission of King Felipe IV, to teach Theology, Jurisprudence, Medicine, and with basic training in Philosophy.
Initially, the Founder appointed two Dominican friars as rector and vice-rector, but reserved the right to appoint the Colegiales, who would enjoy a full scholarship and live in the cloister until graduation for more or less seven years.
The Dominicans, brothers in the Founder's religion, understood the donation of the school in an absolute sense and intended to incorporate it as part of the dominican religious community. Realising this, the Founder then proceeded to revoke the donation and to secularize the College, a process completed by Dr. Cristobal de Araque.
This permitted the continuance in Spanish America of the tradition of Universitas scholarium, in which students form the basis of the institution. A tradition originating in Bolonia, the alma mater of European universities. This structure being distinct from the Universitas magistrorum as followed in Paris.
It is similar to that of a Colegio Mayor in Salamanca (Spain), also called Colegio del Arzobispo and currently Colegio Mayor de Fonseca, which means it is a private and autonomous institution governed by its students. The Colegiales de Numero can be considered similar to the fellows of English colleges, whereby they enjoy full scholarships, elect the university directors, and occupy positions of responsibility in the Claustro.

The historical archive of the Universidad del Rosario is the last stage of the life cycle of the documents that have been produced in its mission, then here the administrative and academic documents of the university rest in their educational work since its foundation.
The Consiliatura is formed by the University President who is its Chair, five Consiliarios and the Colegiales de Numero, and is the highest governing body of Universidad del Rosario. This university body advises the University President in all aspects of his work, manages institutional assets, and approves the annual income and expenditure budgets, among other functions attributed to it by the Old and New University Constitutions.
The Consiliarios are five persons elected by an electoral body composed of the University President and the Colegiales de Numero who are active at the time when the University President calls the Electoral College. The Colegiales de Numero are active for a period of four years with the possibility of being reelected indefinitely. In turn, the Consiliarios and the Colegiales de Numero are responsible for electing the University President during the respective Electoral College convened by the Consiliatura . Juanita Hincapié Restrepo
Full Professor of the School of Administration, Director of the Doctorate in Management Sciences. Doctor in Social Psychology from the University of Salamanca and Psychologist from the Pontificia Universidad Javeriana de Cali. She is a professor in doctoral, masters and undergraduate programs at the national and international levels. For her performance in this field, she was awarded the prize for Teaching Excellence in 2017 by Universidad del Rosario. She is a member of the Interdisciplinary Conflict and Peace Studies Group -Janus- of Universidad del Rosario. She is classified as a Senior Researcher in the Colciencias System and in 2017 she was recognized as the best research teacher through winning the Jose Francisco Socarras - Colciencias Prize.
Her research projects on equal opportunities between men and women, the inclusion of people in social disadvantage into the workforce, and corporate social responsibility, have made her deserving of scholarships offered by the Ibero-American University Postgraduate Association -AUIP-, Colciencias, and the Carolina Foundation. Her research projects have also received funds from Universidad del Rosario and the University of Salamanca. She has carried out research stays at universities such as Northeastern University, University of Salamanca, Universidad Jaume I de Castellón and the University of Chile.
Economist (1999) and Specialist in University Teaching from the Universidad del Rosario, he has a Master's Degree in Economic Development from the University of Lincoln, in the United Kingdom, and a PhD in Social and Political Sciences from the Universidad Iberoamericana de México.
Currently, she is the Director of Social Impact for Laureate Education, the first Public Benefit Corporation to be listed on the stock market and one of the largest B companies in the world.
Additionally, she is the co-founder and leader of the Grupo Médico Camino clinical research center, which provides quality medical care and treatment at no cost to people with chronic and catastrophic diseases.
During her work as Deputy Director of Public Affairs at the Ministry of the Interior of Mexico (2006-2007), she was part of the Mexican delegation that negotiated the International Convention on Human Rights for people with disabilities at the UN.
In 2010 he received the recognition of an honorary degree, awarded by the Universidad Iberoamericana for achieving the highest possible grade in each subject of the Doctorate program. Additionally, in 2012 Banco Santander awarded her the W50 award, which recognizes the next generation of women leaders to serve on executive teams. He is part of the 2020 GIVE fellows for his community leadership and civic engagement.
In alliance with the global community of entrepreneurs (YouthActionNet), she led the award for social entrepreneurship in Mexico for more than 12 years, becoming a mentor, trainer, advisor and promoter of more than 200 young people. He also created the Saber Do (Know How) program, which has given free training in trades and job skills to more than 2,000 people, allowing them to get a better job or start their own businesses.

He is currently the Executive President of Corferias (a major entity promoting the development and internationalization of the business sector of the Andean Region and the Latin American Pacific Arc). He is a board member, professional, and independent contractor in several leading companies in the energy, infrastructure, education and development sectors. At the international level, he is Honorary President of several industrial associations. In the case of the UFI The Global Association of the Exhibition Industry (which has participation and representation in more than 87 countries) this means that for the first time a Latin American has access to such a position in the 90 years of its existence.
University professor for more than 12 years, initially in the areas of Commercial and Financial Law (Universidad del Rosario and Universidad de los Andes, 1996-2006) and since 2017 in the areas of Leadership, Strategy and Shared Value (Universidad del Rosario). He is the founder of the Center for Leadership and Strategy at Universidad del Rosario, which has defined its focus on the management of high impact projects in the promotion of institutionality, under the concept of Transformational Leadership: Technology and Values for Change.
Given the results obtained through his management in the areas of innovation, internationalization, and modernization in the companies he has led and the economic and social impact achieved through integral sustainable development programs he has promoted, he has received several awards. Most recently, he was recognized by Semana Magazine as one of the 25 companies that contribute the most to the country's development. In the past he was recognized by Manager Magazine as one of the 100 most successful managers in the country and by Power Magazine as one of the 10 best General Managers.
Angel Melguizo is Vice President for External and Regulatory Affairs of DIRECTV Latin America, within the AT&T group. He is responsible for positioning the company in key regulatory issues for the digital transformation of the region.
Previously, he was Head of the Latin America and the Caribbean Unit in the Development Center of the OECD, coordinating the OECD's flagship publication on the region Economic Perspectives for Latin America. He worked as Lead Specialist in the Labor Markets and Social Security Unit, Inter-American Development Bank (IDB). He has been an advisory member of the Economic Office of the President of the Government of Spain, and a senior economist at the BBVA Research Service, specializing in the analysis of new technologies and economic growth, fiscal policy and pension reform in Latin America.
Angel holds a PhD in Public Economics and a degree in Economics from the Complutense University of Madrid.
The election of the University President is made through a democratic process in which the Colegiales de Numero and the Consiliarios vote.
The term of the University President is for four years, counted from October 25 of the election year and may be re-elected for a maximum of two consecutive periods.
The University President is responsible for the good government of the Colegio Mayor de Nuestra Senora del Rosario, in accordance with the Constitutions and the provisions of the Consiliatura.
The current President of Universidad del Rosario is Jose Alejandro Cheyne, elected on October 1, 2018, who is a graduate from the Rosario Economics Program.
He has Postgraduate Diplomas in University Teaching and Business Administration, a Master’s in Pedagogy and a Doctorate in Pedagogy from UPAEP University in Mexico, and further studies in International Management.

También se desempeña como asesora para el programa Colfuturo Emprende, destinado a fortalecer el emprendimiento entre los beneficiarios de dicha entidad y para Columbia University en temas de internacionalización estratégica.
Su trayectoria profesional la ha llevado a ocupar cargos gremiales, públicos y en el sector financiero. Así mismo ha podido contribuir y costear varios proyectos, intra-emprendimientos y negocios exitosos.
Se destaca su gestión en el área de Desarrollo de Negocios para América Latina de Citicorp Information Technologies en Bangalore- India, fungió como Asistente de Presidencia en la Asociación Bancaria de Colombia y también como Primer Secretario en el Ministerio de Relaciones Exteriores de Colombia, donde trataba temas de concertación económica trasnacional en Bogotá-Colombia y más recientemente en la calificadora de riesgo internacional Standard and Poor’s (S&P) donde ocupó el cargo de Directora Asociada encargada de evaluar las principales compañías de energía eléctrica, petróleo y gas e infraestructura en Latinoamérica así como financiamiento de proyectos para la región desde la Ciudad México. Asimismo, durante su trabajo en S&P, formó parte del equipo analítico de riesgo soberano y finanzas públicas en la ciudad de Nueva York (EE.UU).
Carolina es Fulbright Scholar y becaria Colfuturo. En el 2009 culminó su Maestría en Relaciones Internacionales en Columbia University en la ciudad de Nueva York (EE.UU.). A su vez, cuenta con un posgrado en Economía de la Universidad de Barcelona (España) y pregrado en Economía de la Universidad de los Andes en Bogotá (Colombia). De igual manera cursó estudios sobre Cambio Social en la Universidad de Stanford (EE.UU.).

Since 2006 I have been linked to the University as a student and teacher, which has allowed me to explore and appropriate the Rosarista culture in its different dimensions.
The Consiliatura elects the Vice President of Operations for a period equal to that of the University President and may be re-elected indefinitely. The VP of Operations is responsible for planning, structuring, guiding and controlling the financial, administrative, technological, infrastructure and human management strategies according to institutional guidelines in order to guarantee the sustainability and viability of the University's resources.
Under his responsibility are the departments of IT and Communications Technologies ICT, Habitat, Finance, Organizational Management, Continuing Education and Human Resources.
He has a Master’s in Business Administration from the Tecnológico de Monterrey in Mexico, studied economics at the Universidad del Rosario and social communications at the Universidad de la Sabana.
His extensive work experience makes him an expert in financial matters and in process implementation. Over the past few years, he has worked as the financial director for Marly S.A. and Marly Jorge Cavelier Gaviria S.A.S. clinics, as national commercial manager of Meltec-Motorola, and national marketing and sales manager for Radiofon de Colombia.
In these posts, Juan Manual led the financial and operational structuring of various projects. During his management, he led the creation and implementation of the new Jorge Cavelier Gaviria Clinic, with marked achievements in the definition of its infrastructure, financial and operational structuring, working alongside the human resources team of the Bogotá clinic. Similarly, he set parameters for and implemented a new integrated software for administrative and hospital management. He saw annual increases in income and led development and implementation processes for innovative strategies.
Since January 2021, he has worked as an administrator for the university and is responsible for the support areas that enable the fulfillment of the comprehensive development plan, allowing all processes to be harmoniously articulated in line with the needs of the schools/faculties and in compliance with important functions.
The role’s mission is to attest to the institutional acts serving as notary, and to guarantee the legal acts that are carried out.
Ensure the conservation and restoration of the historical heritage of the university.
Provide support to the President’s Office and the Consiliatura for the fulfillment of their functions, elaborating and safeguarding official documents and ensuring that their decisions are communicated and fulfilled.
Guarantees that contracts made by the institution comply with the established parameters.
Coordinates the work of Academic Secretaries.
Preserves and promotes the institutional image and manages public relations and institutional protocols.
